20+ years experience in 380KV / 400 KV GIS Substations EPC projects

7 to 10 year experience in SEC projects

JOB DESCRIPTION

The Civil Manager is responsible for managing the bidding process for civil works, negotiating and finalizing contracts with contractors after project awards, and monitoring the progress of civil activities to ensure timely and cost-effective project execution. This role requires strong technical knowledge, commercial acumen, and project management skills to support the successful delivery of infrastructure projects.

Key Responsibilities:

1. Bidding & Estimation:

 

Lead the preparation of technical and commercial bids for civil works, ensuring compliance with client requirements and industry standards.

 

Collaborate with internal teams (design, procurement, finance, and legal) to develop competitive and accurate bid proposals.

 

Analyze tender documents, identify risks, and propose mitigation strategies.

 

Coordinate with subcontractors and suppliers to obtain competitive quotations and ensure alignment with project specifications.

 

Participate in pre-bid meetings and site visits to assess project feasibility.

 

2. Contractor Negotiation & Finalization:

 

Engage in post-award negotiations with contractors to optimize costs, timelines, and scope without compromising quality.

 

Review and finalize contracts, ensuring alignment with project objectives, legal requirements, and company policies.

 

Assess contractor capabilities, past performance, and compliance with contractual obligations.

 

Establish clear communication channels with contractors and resolve any disputes or deviations.

 

3. Project Monitoring & Execution Support:

 

Oversee the progress of civil works to ensure timely execution per approved plans and schedules.

 

Conduct regular site visits and coordinate with project teams to track milestones, identify potential delays, and implement corrective actions.

 

Monitor contractor performance, ensuring adherence to safety, quality, and environmental standards.

 

Provide periodic progress reports to senior management, highlighting key risks and mitigation measures.

 

Coordinate with other disciplines (mechanical, electrical, and instrumentation) to ensure smooth integration of civil activities with overall project execution.

 

4. Cost Control & Risk Management:

 

Monitor project budgets and control costs to prevent overruns.

 

Identify and address potential risks that may impact project timelines and financials.

 

Ensure compliance with contractual terms, regulatory requirements, and company policies.

Experience:

Experience in civil project management, including bidding, contractor negotiation, and site execution.

 

Strong knowledge of contract management, FIDIC conditions, and construction methodologies.

 

Proven ability to manage multiple bids and projects simultaneously.

 

Excellent negotiation, communication, and leadership skills.

 

Proficiency in project management tools and software (Primavera, MS Project, AutoCAD, etc.).

 

Experience in working on utility, power, or infrastructure projects is a plus.
